Secure system administration is a common use case for Secure Shell.

The server settings may limit the services that are accessible via Secure Shell. For example, the Secure Shell server may deny terminal access and allow only file transfer or tunneling. The restrictions from the server perspective are described in the SSH Tectia Server documentation.
